We&#8217;re trying to establish regular monthly meetings now.<\/p>\n<p><strong>Building Organizing<\/strong><\/p>\n<p>As referenced in Dennis&#8217; testimony we had effective organizing and advocacy in the following buildings: Macedonia Towers (150 South 5th Avenue), 153 South 5th Ave., 229 South 7th Ave, 60 West First St., and just last week, we participated in an extremely promising building meeting at 30 Cottage Ave\/45 Park Ave. member and the Westchester Rent Guidelines Board (WRGB) &#8220;tenant member,\u201d Tamara Stewart organized the meeting and did a wonderful job. In attendance were two (2) representatives from the Mt. Vernon Department of Buildings, Jaime Pessin, Code Enforcement Manager and Roberto Amigon, Inspector, two (2) City Council members, Ed Poteat and Derrick Thompson, and the Mt. Vernon Representative on the Westchester County Board of Legislators (W-BOL), Tyrae Woodson-Samuels. There was a strong sense of energy and commitment to work together to address the myriad issues within the building. Two (2) main building-wide concerns are the roof and the elevator. Tamara started the tenants in preparing a State Building-wide Rent Reduction Complaint. The message here, as in all cases,&#8221;organized tenants can win!&#8221; Go Tenants of 30 Cottage Ave: 145 Park Ave !!!<\/p>\n<p><strong>Homelessness Prevention Program (HPP)<br \/>\n<\/strong><br \/>\nOur HPP continues to work day-in, day-out fighting evictions and helping some tenants in finding &#8220;re-housing&#8221; We&#8217;re currently putting together year-end data and will report numbers in an upcoming mailing.<\/p>\n<p><strong>The Journal News 1\/14\/24 &#8220;High Rental Prices Could Shorten Lease &#8211; on Life&#8221;<\/strong><\/p>\n<p>We&#8217;ve talked for years about the incredible stress tenants face when facing eviction, or fighting huge increases, or various other forms of harassment that they are often subjected to. We deal with tenants in these various conditions all the time, virtually every day. We&#8217;ve constantly focused on how all of this housing insecurity puts tenants in unhealthy conditions. Much of this stress causes severe health results for many, up to and including premature death! Here's why.\">\n<div class=\"gnt_em_vb gnt_em_vb__he\" aria-label=\"Rent increases are fueling a rise in evictions across the U.S. Here's how evictions can affect Americans.\" data-c-credit=\"Just the FAQs, USA TODAY\">Paying high rent is stressful, and a recent study found it can actually shorten your life span.<\/div>\n<\/aside>\n<p class=\"gnt_ar_b_p\">People who spent a vast portion of their income on rent were more likely to experience poor health and had a greater risk of premature death, the study found.<\/p>\n<p class=\"gnt_ar_b_p\">The research published in November in\u00a0<a class=\"gnt_ar_b_a\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0277953623007554?via%3Dihub#sec2\" data-t-l=\":b|e|k|${u}\">the peer-reviewed journal Social Science &amp; Medicine<\/a>\u00a0also found that evictions and even the threat of being evicted were linked to higher mortality rates.<\/p>\n<p class=\"gnt_ar_b_p\">\u201cRising rents and evictions have been having a huge impact on mortality rates for American renters,\u201d said Nick Graetz, a postdoctoral research associate at Princeton University and the lead author of the sociology study.<\/p>\n<p class=\"gnt_ar_b_p\">Experts say tenants whose rent had gone up are more likely to suffer from chronic stress, which research has shown can lead to headache disorders, heart disease and hypertension.<\/p>\n<p class=\"gnt_ar_b_p\">People who spend more than 30% of their monthly income on rent may also be less likely to spend money on healthy foods and medical care, health experts say, and may spend more time at work trying to keep up with unaffordable rent instead of taking the time to manage health conditions.<\/p>\n<h2 class=\"gnt_ar_b_h2\">Why are renters dying?<\/h2>\n<p class=\"gnt_ar_b_p\"><a class=\"gnt_ar_b_a\" href=\"https:\/\/www.usatoday.com\/story\/money\/2023\/08\/23\/rents-grew-most-midwest-metros\/70641176007\/\" data-t-l=\":b|e|k|${u}\">Despite a cooling market<\/a>, the rent increases overall remain higher than they were before the pandemic. And as monthly costs have skyrocketed, tenants have struggled to keep up.<\/p>\n<p class=\"gnt_ar_b_p\">Between 2019 and 2021, the median monthly rent increased by 3% while the median renter&#8217;s income fell by 2%,\u00a0<a class=\"gnt_ar_b_a\" href=\"https:\/\/www.jchs.harvard.edu\/sites\/default\/files\/reports\/files\/Harvard_JCHS_The_State_of_the_Nations_Housing_2023.pdf\" data-t-l=\":b|e|k|${u}\">according to a 2023 Harvard report.<\/a>\u00a0Housing experts recommend tenants spend less than 30% of their income on rent, yet study authors found more than 21 million U.S. households spend more than that, with some even spending as much as 50%.<\/p>\n<aside id=\"gnt_atomsnc\" class=\"gnt_em gnt_em_anc\" data-g-r=\"lazy\" data-gl-method=\"loadAnc\" aria-label=\"Newsletter signup form\">\n<div class=\"container\">Rising rents are detrimental to both mental and physical health, experts say. A growing body of research shows high rent burden and the threat of eviction increase the risk of <a class=\"gnt_ar_b_a\" href=\"https:\/\/link.springer.com\/article\/10.1007\/s00127-020-01849-1\" data-t-l=\":b|e|k|${u}\">depression and anxiety<\/a>. They also increase the risk of chronic diseases such as\u00a0<a class=\"gnt_ar_b_a\" href=\"https:\/\/jamanetwork.com\/journals\/jamanetworkopen\/fullarticle\/2794445\" data-t-l=\":b|e|k|${u}\">diabetes<\/a>,\u00a0<a class=\"gnt_ar_b_a\" href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC10203673\/#:~:text=Finally%2C%20high%20housing%20cost%20burden,25%2C%2029%2C%2030%5D.\" data-t-l=\":b|e|k|${u}\">obesity and cardiovascular disease.<\/a>\u00a0Meanwhile, people who received rental assistance to alleviate high costs have shown reduced\u00a0<a class=\"gnt_ar_b_a\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0277953621004329?via%3Dihub#preview-section-abstract\" data-t-l=\":b|e|k|${u}\">psychological distress<\/a>.<\/div>\n<\/aside>\n<p class=\"gnt_ar_b_p\">In the January study, study authors isolated the impact of rent on renters&#8217; health by looking at millions of eviction records and linking them to the evicted person&#8217;s death records and census data. They controlled for systematic differences in characteristics\u00a0<strong>\u2013<\/strong>\u00a0including race, ethnicity, sex, education, household and neighborhood \u2013 when comparing mortality rates and tenants with different rent burdens over time.<\/p>\n<aside class=\"gnt_m gnt_x gnt_x__lbl gnt_x__al\" aria-label=\"advertisement\">\n<div id=\"ad-slot-7103-usatoday-native-article_link-health-4\" class=\"gnt_x_sl gnt_x_al\" data-g-r=\"lazy\" data-gl-method=\"llx\" data-x-c=\"3\">\n<div id=\"google_ads_iframe_7103\/usatoday\/native-article_link\/health_2__container__\">The study found people who had spent more than 50% of their income on rent were 9% more likely to die in the next 20 years compared with those who paid 30% of their income on rent. People were 12% more likely to die if they had spent more than 70% of their income on rent.<\/div>\n<\/div>\n<\/aside>\n<p class=\"gnt_ar_b_p\">Tenants who are at risk of being evicted tend to prioritize paying rent &#8220;at the expense of all other costs of life&#8221; that may impact their health like food, utilities and medical care, Graetz said.<\/p>\n<p class=\"gnt_ar_b_p\">Danya Keene, associate professor of social and behavioral sciences at Yale School of Public Health, authored a study that found rental assistance alleviates psychological stress. She said chronic stress from not being able to keep up with high rental prices may also lead to poor health.<\/p>\n<p class=\"gnt_ar_b_p\">Stress causes the body to release the hormone cortisol,<a class=\"gnt_ar_b_a\" href=\"https:\/\/www.apa.org\/topics\/stress\/body\" data-t-l=\":b|e|k|${u}\">\u00a0according to the American Psychological Association<\/a>, which affects all bodily systems.\u00a0<a class=\"gnt_ar_b_a\" href=\"https:\/\/www.health.harvard.edu\/staying-healthy\/understanding-the-stress-response\" data-t-l=\":b|e|k|${u}\">Research shows chronic stress<\/a> can lead to high blood pressure, clogged arteries, anxiety, depression and addiction. Keene said chronic stress can also lead people to coping mechanisms that further damage health, including long work hours and substance abuse.<\/p>\n<p class=\"gnt_ar_b_p\">&#8220;When people are living in the day-to-day fear of eviction because they know they&#8217;re just one missed payment or one unexpected expense away from being evicted \u2013 that keeps them up at night,&#8221; she said.<\/p>\n<h2 class=\"gnt_ar_b_h2\">Housing crisis turned health crisis<\/h2>\n<p class=\"gnt_ar_b_p\">The only way to reverse this health trend is to address the housing crisis, Keene said.<\/p>\n<p class=\"gnt_ar_b_p\">There\u2019s an urgent need to create more housing and offer more subsidies that make housing affordable. Tenants spend an average of two years \u2013 in some cases up to 10 years \u2013 on waiting lists after they apply for rental subsidies, Keene said, and only 1 in 5 eligible households end up receiving them.<\/p>\n<p class=\"gnt_ar_b_p\"><a class=\"gnt_ar_b_a\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0277953621004329?via%3Dihub#preview-section-introduction\" data-t-l=\":b|e|k|${u}\">A 2021 study<\/a>\u00a0she co-authored found renters in New Haven, Connecticut, who weren&#8217;t receiving assistance or were on the waitlist for it were more likely to report severe psychological distress than those who had received subsidies.<\/p>\n<p class=\"gnt_ar_b_p\">Another way to improve renters\u2019 health is to protect them against eviction, Graetz, the author of the Princeton study, said.<\/p>\n<aside class=\"gnt_m gnt_x gnt_x__lbl gnt_x__al\" aria-label=\"advertisement\">\n<div id=\"ad-slot-7103-usatoday-native-article_link-health-6\" class=\"gnt_x_sl gnt_x_al\" data-g-r=\"lazy\" data-gl-method=\"llx\" data-x-c=\"5\" data-google-query-id=\"CPny5Iz0loQDFcekWgUdqjUAHA\">\n<div id=\"google_ads_iframe_7103\/usatoday\/native-article_link\/health_3__container__\">Depending on the city and state, landlords can file evictions quickly and easily. In his research, Graetz found most cases are submitted because a tenant has fallen just a few hundred dollars behind on rent.<\/div>\n<\/div>\n<\/aside>\n<p class=\"gnt_ar_b_p\">Judges tend to side with landlords, and tenants are not guaranteed counsel, Graetz said. Once a renter is evicted, they have a strict number of days to find somewhere to live. Under a time crunch, they often settle for housing that\u2019s more expensive than where they had previously lived and the whole cycle repeats itself.<\/p>\n<p class=\"gnt_ar_b_p\">\u201cThe law favors owners at the end of the day and provides very little protection for tenants,\u201d he said. Renters live \u201cunder a system that makes it difficult to retain housing whenever you experience a problem.\u201d<\/p>\n<p class=\"gnt_ar_b_p\">Some cities are beginning to catch on and implement programs that mitigate evictions.<\/p>\n<p class=\"gnt_ar_b_p\">Philadelphia has kept\u00a0<a class=\"gnt_ar_b_a\" href=\"https:\/\/eviction-diversion.phila.gov\/#\/FAQ\" data-t-l=\":b|e|k|${u}\">a pandemic-era mediation program<\/a>\u00a0that provides resources to landlords and tenants to resolve issues without involving the court process.
